REPORT OF SCHOOL DISTRICT ADMINISTRATIVE COST SAVINGS

DUE:     November 21, 2014

The purpose of this report is for you to provide a list of the things your school district has done to improve the administrative operating efficiency of your school district (see attached definitions of administrative services) and provide the estimated reduction in cost.  Information received from all school districts will be submitted in a report to the Senate Education Committee.

This request is based upon proposed 2014 Senate Bill 369 which provided that school districts would be divided into enrollment groups and ranked according to their total administrative/support services expenditures per pupil for the preceding school year.  We have provided the ranking information on administrative cost per pupil for your school district click here.  This information is based upon the 2013-14 expenditures that were included in the 2014-15 budget documents from school districts.

NOTE:  Some school districts will have administrative costs higher than anticipated if the district is a sponsoring district of a special education cooperative.


Administrative Services means:
  1. Bulk purchasing of textbooks, supplies and equipment, furniture and other items;
  2. administration and supervision of student transportation and scheduling thereof;
  3. purchasing, preparation and delivery of food service to each attendance center within a school district;
  4. administration, purchasing and coordination of custodial services;
  5. provision of maintenance support and specialty services to attendance centers or other school buildings located within a school district;
  6. payroll processing, benefits administration, accounting and reporting;
  7. group health insurance negotiation, administration and reporting;
  8. administration and coordination of human resources for licensed and nonlicensed personnel;
  9. purchasing and providing for the sharing of specialty equipment between attendance centers;
  10. administration, coordination and support of career and technical education, computer networking and website services; or
  11. any other powers, duties and functions of an administrative nature as prescribed by the State Board of Education.
