The purpose of the Special Education, and Title Services (SETS) is to provide effective, evidence-based technical assistance to districts and schools across the state. We support all Kansas students, early childhood through secondary, meeting or exceeding Kansas Standards. This includes the development, implementation, and continuous improvement of the monitoring process that ensures compliance with federal and state laws and administrative regulations, including the engagement of the student, families, and the community.

1/11/2016: The Every Student Succeeds Act (ESSA) was passed in December 2015 by both the U.S. Senate and House of Representatives. The President signed the bill a few days later. It is important to understand that ESSA will change some regulations, remove some regulations, and add new regulations to the Elementary and Secondary Education Act (ESEA) which is already in place. However, ESSA leaves most of the current ESEA law intact. If you have questions, please direct them to ESSAquestions@ksde.org.

The purpose of TASN is to increase the capacity of districts to implement and sustain the use of evidenceābased practices addressing identified priority areas and practices. This professional learning and technical assistance system comes out of federal requirements for the state education agency to provide direct support to districts addressing the special populations of students who receive Title services and students with disabilities. These students spend the majority of their time and receive most of their instruction in the general education classroom, therefore, many of the supports target district and building level systems and instruction that occurs in the those classrooms.
TASN provides the structure through which KSDE provides implementation research driven resources and support for improvement planning and capacity building to districts across the state.
TASN providers include SETS staff, internal and external grant projects, contractors, and projects and agencies that are funded (partially or fully) by KSDE SETS to directly or indirectly support districts. The role of the system and the actions of all providers within the system are focused on providing coordinated technical assistance resulting in the development and/or implementation of a district improvement plan that results in sustained practices that positively impact student success.
The Kansas Technical Assistance System Network (TASN) is funded by the Kansas State Department of Education (KSDE) Special Education and Title Services (SETS).
