Reminder: Early childhood special education administrators should review, finalize data

It is time for early childhood special education administrators to review and finalize their Early Childhood Outcomes data for the 2023-24 school year.  

A new monitoring report (Missing Entry and Exit Report) makes it easier for districts to determine missing child entry and exit data reported in the Outcomes Web System (OWS) Part B authenticated application. As of July 16, 220 school districts have missing entries or exits.  

The Outcomes Web System (OWS) Part B is the online data collection system that Kansas uses to collect the assessment data for Indicator 7 for Part B, one of the 17 indicators reported to the U.S. Department of Education’s Office of Special Education Programs (OSEP). Indicator 7: Preschool Outcomes measures the percentage of preschool children ages 3 to 5 with Individual Education Plans (IEPs) who demonstrate improvement in three areas: 

  • Positive social-emotional skills (including social relationships). 
  • Acquisition and use of knowledge and skills (including early language/communication and early literacy). 
  • Use of appropriate behaviors to meet their needs. 

 

OSEP uses information from the State Performance Plan/Annual Performance Report (SPP/APR), along with information obtained through monitoring visits and any other public information, to annually determine if the state meets requirements and purposes of the Individuals with Disabilities Education Act (IDEA). 

The deadline to make any changes within KSDE’s Outcomes Web System (OWS) Part B is Sept. 15. 

Users log in to KSDE authenticated applications, including the Outcomes Web System (OWS) Part B at apps.ksde.org. The Missing Entry and Exit Report was designed to help a district determine missing student entry and exit information. The report can be accessed on the left-hand column of the home screen within the Outcomes Web System (OWS) Part B authenticated application. You must have access to the Outcomes Web System (OWS) Part B application to access the new report. Please keep in mind that no changes can be made for the 2023-24 school year after Sept. 15.
