Special Education Task Force to meet for first time on Friday, Jan. 5

A task force required by law to study and make recommendations for changes in the existing funding formula for special education will meet for the first time on Friday, Jan. 5, to hear testimony. 

The Special Education and Related Services Funding Task Force was created during the 2023 Kansas legislative session in House substitute for Senate Bill No. 113 to study special education funding by conducting hearings to receive and consider suggestions from subject matter experts and the public. 

The bill required members of the task force to be appointed on or before July 1, 2023, and for the group to submit recommendations to the Legislature on or before Jan. 14 of each year. 

A tentative agenda, which was revised and released Thursday, Jan. 4, shows the task force will meet at 1 p.m. in Room 112-N at the Statehouse. Task force members will elect leadership and then receive testimony on evidence-based solutions for special education funding. 

Those testifying, according to the revised agenda, include educators, citizens and the following: 

  • Leah Fliter, Kansas Association of School Boards (KASB) 
  • Dave Trabert, Kansas Policy Institute 
  • Dr. Marvin Miller, Special Education Advisory Council (SEAC/KSDE) 
  • Timothy Graham, Kansas National Education Association (KNEA) 
  • Judith Deedy, Game on Kansas Schools 


Kansas State Board of Education Chair Melanie Haas serves on the task force, as well as Brian Skinner, the 2023 Kansas Teacher of the Year. Amy Haussler, director of special education at the Holton Special Education Cooperative, will fill in for Skinner at Friday’s meeting.

  • Rep. Valdenia Winn 
  • Kathy Kersenbrock-Ostmeyer

The revised agenda shows testimony is scheduled from 1:35 p.m. to 2:50 p.m. with discussion and recommendations slated for 2:50 p.m. Adjournment is scheduled for 3 p.m.
