A new monitoring report created by the Kansas State Department of Education (KSDE) is making it easier for districts to determine missing child entry and exit data reported in the Outcomes Web System (OWS).
State administrators responsible for early intervention services in Part C of the Individuals with Disabilities Education ACT (IDEA) and preschool services Part B Section 619 of IDEA have certain reporting requirements to the United States Department of Education’s Office of Special Education Programs, also known as OSEP.
IDEA requires each state to develop a state performance plan/annual performance report (SPP/APR) that evaluates the state’s efforts to implement the requirements and purposes of the IDEA and describes how the state will improve its implementation. A state is required to submit an SPP at least every six years. Each year, states must report against the targets in its SPP in an APR.
One of the 17 indicators reported to OSEP is Indicator 7: Preschool Outcomes, which is the percentage of preschool children ages 3 to 5 with Individual Education Plans (IEP) who demonstrate improvement in three areas:
OWS is the online tool that Kansas used to measure this requirement (Indicator 7 for Part B).
OSEP uses information from the SPP/APR, along with information obtained through monitoring visits and any other public information, to annually determine if the state meets requirements and purposes of IDEA.
The deadline to make any changes to school year 2022-2023 within KSDE’s Outcomes Part B authentication application is Sept. 15.
The new monitoring report (Missing Entry and Exit Report) can help a district determine any missing entry and exit information from its report. The 2022-2023 school year report can be accessed on the left-hand column of the home screen within the Outcomes Part B authenticated application. You must have access to the Outcomes Part B application to access the new report.
After Sept. 15, districts can access the 2023-2024 report to monitor needed early childhood outcome entries and exits throughout the year.
Please keep in mind that changes within the system can’t be made for the 2022-2023 school year after Sept. 15.
The new monitoring report not only makes it easier for districts to determine missing entry and exit data, but it also helps KSDE provide quality data to OSEP.
