Agenda released for March Kansas Federal Education Funds Administration Forum

 

The 2023 Kansas Federal Education Funds Administration Forum will begin at 8:30 a.m. March 30 at the Wichita Marriott, 9100 E. Corporate Hills Drive. 

The first day will be a full day of information and include lunch. It will end at 5 p.m. 

The second day, March 31, will be a half-day workshop with a short primer on written policies, processes and procedures that leads into a workshop in which Kansas State Department of Education (KSDE) staff members and national facilitators will help districts reflect on their existing written process. KSDE staff members and national facilitators also will provide examples and feedback to help bring districts into compliance with Uniform Grant Guidance. 

The last three years have brought a surge of much needed federal relief aid to Kansas school districts, but those new funds come with a variety of conditions and requirements that will all be monitored for compliance.  

KSDE doesn't want any district in a situation where they must return these or any other federal funds, so please join us for the 2023 Kansas Federal Education Funds Administration Forum.  

Sessions will address the most critical elements of Uniform Grant Guidance; Electronic Data Gathering, Analysis and Retrieval (EDGAR) system; General Education Provisions Act (GEPA); and the other requirements that are fundamental to all federal education programs in a way that is accessible to new staff members and meaningful to veterans.  

Jonas Zuckerman, who has more than 30 years of experience in education at the classroom, district and state level, will lead a session from 2:30-4:30 p.m. on cross-cutting federal program requirements that every local education agency administrator needs to know. 

Zuckerman has served as an education consultant on the Title I and School Support Team at the Wisconsin Department of Public Instruction (DPI). He also has served as assistant director and director of the Title I and School Support Team for the Wisconsin DPI. He led the transition from No Child Left Behind (NCLB) to the Every Student Succeeds Act (ESSA), including being the lead writer for much of Wisconsin’s ESSA State Plan. Jonas led the administration of three COVID relief packages, overseeing approximately $2.5 Billion in funding for schools. 

He now operates Zuckerman Education Consulting, which supports the effective administration of federal education programs. 

Dr. Madelaine Cleghorn, who joined The Bruman Group PLLC in June 2021, also will be presenting at the conference. Cleghorn advises clients on compliance with federal grants management requirements under the Office of Management and Budget’s Uniform Grants Guidance and the Education Department General Administrative Regulations (EDGAR). 

She provides workshops and trainings, develops compliant policies and procedures and conducts mock monitoring and risk assessments of states, districts and other nonfederal entities for compliance with federal grant administration requirements. 

Cleghorn will lead a session called EDGAR 101 from 9-11 a.m. March 30 and another session called Federal Procurement and Expenditures with the Time of ESSER Cautions from 11 a.m. to 12 p.m. the same day. 

Attendees of the conference will receive the most recent hard copy of EDGAR rules and regulations.  

The registration fee to attend the conference is $125. 

District Elementary and Secondary School Emergency Relief (ESSER), Individuals with Disabilities Education Act (IDEA) and Elementary and Secondary Education Act (ESEA) funds may be used to support staff participation in this professional development event.
