Verifying data for Indicator 12: Part C to Part B transitions in the Kansas Integrated Accountability System (KIAS)

Smooth, seamless transitions from Part C to Part B ensure young children with disabilities receive services without disruption or delay.

Each year, school districts report data for Indicator 12 for Part B, one of the 17 indicators reported to the U.S. Department of Education’s Office of Special Education Programs (OSEP). Part B Indicator 12 is a compliance indicator that measures the percent of children referred by Part C prior to age 3, who are found eligible for Part B, and who have an IEP developed and implemented by their third birthdays. 

As the KSDE Early Childhood team has begun verifying Indicator 12 data in the Kansas Integrated Accountability System (KIAS), there are 39 files that were marked by Local Education Agencies (LEAs) as compliant or claiming a federal exception. However, documentation to support compliance or a federal exemption was not included. As the Early Childhood team goes through each district and finds that any information may be missing, the student will be marked as potentially noncompliant.  

Management Information Systems (MIS) clerks or others in your LEA should check in the KIAS Indicator 12 application to make sure you know what documentation may still be needed.
